Risks of public management

The risk of public administration is a phenomenon of the uncertainty of the outcome of the application of managerial influences within public administration and the presence of a certain real probability of significant negative consequences for the management process, its results, as well as the entire public administration system and the state as a whole, including the perception and assessment by the population of the legitimacy of power.

All risks of public administration can be divided into 3 interrelated groups:

  • External international risks that have a mediocre effect on the elements of the system under study, since they are not likely to occur, but the extent of the impact can completely destabilize the system. They are characterized by the influence of macro factors related to economic, political, technological and other aspects of international relations, so their indicators, methods of evaluation and management methods are more related to the diplomatic relations of individual countries.
  • General internal risks characterizing the level of harmful effects of internal factors of the system identical to all its elements. They are able to restructure the current system of public administration, since the factors of their occurrence determine the need for the presence or absence of certain elements of the system being studied, that is, they affect its structure. Which indicates a relatively high degree of influence of this risk group, but the scale of the consequences is slightly lower than the impact of external international risks. At the same time, the probability of occurrence has an average level, since the initial structure of any public administration system does not provide for uncontrolled frequent changes. Therefore, indicators, evaluation methods and management methods are mostly dependent on the components of the system of the individual country.
  • Internal special risks is the isolated block of the risks inherent only in the system of public management. Their basis is formed by the factors which are directly connected with features in subjects, specifics of their relationship the made management decisions and other internal private characteristics of elements of the studied system. The scale of consequences is essential to system components, but isn't critical for her evolution and/or full destabilization. Emergence probability the highest as formation of the unforeseen situations often bringing to harmful to consequences in the course of public management is absolutely normal phenomenon. Indicators, ways of an evalvation and methods of management are dependent on the compound components and processes proceeding in elements of the studied system.
